Guide to Foreigners registration & passport verification

Information to the foreigners visiting MYSURU

Registration is required for

  • All foreigners including foreigners of Indian origin visiting India on long term (more than 180 days) Student VISA(S) (including those coming for study of Yoga, Vedic Culture, Indian system of dance and Music), Research VISA(R), Employment VISA(E) and Missionary VISA (M) will be required to get themselves registered with concerned Registration Officer within 14 days of his/her first arrival, irrespective of the duration of their stay.
  • Foreigners coming to India on Medical VISA(M) or Medical Attendant (MX)VISA are also required to register themselves with the concerned Registration Officer within 14 days of arrival irrespective of the duration of stay.
  • Foreigners visiting India on other categories of long term VISA including business/Entry(X) VISA would not require registration with the concerned FRROs/FROs if , repeat if duration of his/her stay does not exceed 180 days on a single visit. In case a foreigner intends to stay for more than 180 days on a single visit he should get himself registered well before the expiry of 180 days.
  • Pakistan Nationals are required to register within 24 hours and Afghanistan Nationals are required to register within 7 days of their arrival in India.
  • Registration facilities are not provided at the airport and are carried out in the office of FRROs or District Superintendents of Police (FROs).
  • Children below 16 years of age do not require Registration, on any type of VISA.

Penalty for late Registration

Though no fee is required to be paid for registration, yet a penalty in Indian currency equivalent to US$ 30/-(Rs.1395/-) in case of late registration is charged.(i.e. after 14 days of arrival).

Requirements at the time of Registration

  • Every foreigner at the time of Registration, shall furnish, such information in registration report, as may be in his possession for the purpose of satisfying the Registration Officer and shall, on being required, shall sign the registration report in the presence of the said officer and shall thereupon be entitled to receive from the said officer a certificate of registration in Part III of Form A
  • A foreigner is also required to submit: -
  • 4 recent passport size photographs;
  • Photocopy of photo page and valid Indian VISA page of the passport;
  • Proof of residential address in India;
  • Documents of identification and;
  • In case of Student VISA, bonafide certificate from School/College;(i.e. in the prescribe format with S Form and C Form numbers)
  • In case of Employment VISA, request letter, undertaking, contract agreement from employer.
  • In case of Business VISA, business related papers on the authenticity of the business, copy of permission from Reserve Bank of India and approval of Government of India in case of joint venture/collaboration;
  • In case of Journalist VISA, accreditation certificate from Press Information Bureau and approval of Ministry of External Affairs.
  • In case of Research VISA, bonafide certificate & letter from the nodal agency/Ministry sponsoring the Research.

Online Form-S:

Form-S (Foreign Students Information System) is used to capture information about foreign nationals admitted in Indian educational institutions. It is mandatory for all educational institutions in India admitting foreign students for various courses to register themselves first. After their user-id approved by the competent authority i.e. FRRO/district FRO concerned, the said institution will be able to fill the details of foreign students in Form-S viz (Student Profile, Performance etc. in case of application for extension).

For first time, Institutions who are admitting foreign students for various curses for all age groups should register through the link Register for S-Form User Credentials. After their user credentials approved by the competent authority, it is mandatory that respective institution should upload their foreign student information after successful login.

Online Form – C :

for Foreign Students admitted in Indian Educational Institutions

All the Foreign National Student studying in Indian Educational Institutions and also staying in Any Hostel / Hotel / Guest House / Dharmashala / Individual House / University / Hospital / Institute / Others etc, who provide accommodation to foreigners must submit the details of the residing foreigner in Form-C to the Registration authorities within 24 hours of the arrival of the foreigner at their premises. This will help the registration authorities in locating and tracking the foreign student.

Register for Online Form-C / Form-S

Institutions who are admitting foreign students for first time in various courses for all age groups should register online and get it approved by Competant Authority i.e. FRRO / District FRO’s.

Liability of production of Registration Certificate

  • Every registered foreigner shall, within twenty-four hours, which can be extended if sufficient cause is shown, on demand by any Registration Officer, any magistrate or any police officer not below the rank of a head constable, produce his certificate of registration for inspection by such registration officer, magistrate or police officer:
  • If the Registration Officer, magistrate or police officer, not being below the rank of an Inspector is of the opinion that the passport or other documents of identification produced by the foreigner do not furnish adequate proof of identity and if the registration certificate does not bear the photograph or finger impressions/signatures, he may be asked to produce, four copies of passport size photograph, four complete sets of his finger impressions/signatures, one of which shall be made on the Registration Certificate. The finger impression/signatures shall be made in the presence of the Registration Officer and each set attested by him.

Report of absence from Registered Address

  • If at any time a foreigner proposes to be absent from one's registered address for a continuous period of eight weeks or more or one is changing his registered address then the foreigner is required to inform in person or through an authorized representative or by registered post to his Registration Officer of his intention to leave either temporarily or permanently the jurisdiction of the Registration Officer. In case of return, the foreigner should inform the Registration Officer of the date of return and in the case the foreigner is moving away, the change of address. Any changes made subsequently should also be intimated to the Registration Officer.
  • Every foreigner, who stays for a period of more than eight weeks at any place in any district other than the district in which registered address is situated, shall inform the Registration Officer of that district of his presence. This can be made in writing and the requirements deemed to have been fulfilled if, prior to arrival the foreigner furnishes to the Registration Officer of the said district intimating the dates of his proposed arrival and departure from the district.

Change in Registered address

  • A foreigner shall be deemed to have changed his registered address, if he changes his residence from one place to another place in India and if having no residence, he leaves his registered address knowing that he is not likely to return within six months of leaving it.

Reports of other changes except address

  • Every foreigner is required to furnish to the Registration Officer of the district in which his registered address is situated, particulars of any circumstances affecting in any manner the accuracy of the particulars recorded in his certificate of registration within fourteen days after the circumstance has occurred, and generally shall provide to the Registration Officer all information as may be necessary for maintaining the accuracy of the certificate.

Surrender of certificates of registration on departure

  • Every foreigner who is about to depart finally from India shall surrender his certificate of registration either to the Registration Officer of the place where he is registered or of the place from where he intends to depart or to the Immigration Officer at the Port/Check post of exit at the time of final departure from India. If the certificate is surrendered other than to the Immigration Officer of the port or check post of exit, a receipt indicating such surrender of the document may be obtained and shown to the Immigration Officer at the time of final departure.

Duplicate certificate of registration

  • If any certificate of registration, issued under these rules is lost or destroyed, the foreigner to whom it was issued, shall make or send to the Registration Officer of the district of his registered address a report of circumstances in which it was so lost or destroyed together with an application in writing for the issue of a duplicate copy of the certificate of registration.

Production of proof of Identity

  • Every foreigner shall within twenty-four hours of demand being made of him by any Registration Officer, magistrate or police officer, not below the rank of a head constable ,which can be extended in case of sufficient cause shown by the foreigner, shall produce, at such place as may be specified , his passport or such other proof of his identity.
  • Every foreigner entering India shall, on demand by the Registration Officer, deliver his passport or other proof of identity to that officer and shall thereafter attend at such time and place as the Registration Officer may direct for the purpose of receiving back his passport and shall be entitled to receive a receipt for it from the Registration Officer.

Report to be made to and by hotel keepers.

  • Every keeper of a hotel shall require every visitor to the hotel to furnish the particulars necessary for recording, and sign, on his arrival at the hotel, his name and nationality in a register maintained for the purpose in Hotel Register and, if any such visitor is a foreigner shall further require him;

    1. on his arrival at such a hotel to furnish the other particulars specified in Items 4 to 10 of the said register;
    2. At the time of his departure from such a hotel to furnish the particulars necessary for recording in the said register, the date and time of his departure and the address to which he is proceeding.
  • The prescribed Hotel Register shall at all time be made available for inspection, on the demand of the Registration Officer, any magistrate or any police officer not below the rank of head constable.
  • Every particular, other than the signature of the keeper of a hotel or a visitor, which is required to be recorded in the said register, shall be recorded by the keeper of the hotel in the English language or otherwise, in an Indian language.
  • It shall be duty of the keeper of the hotel, if so requested to explain to the visitor the requirements of doing the same.
  • The keeper of the hotel shall, as soon as it may be but not more than twenty four hours, after the arrival of any foreigner, transmit a copy of duty completed Form C to the Registration Officer (Copies of Form C can be obtained, from any Registration Officer on application).

    1. “hotel” includes any boarding-house, club, dak-banglow, rest house, paying guest house, sarai or other premises of like nature;
    2. “Keeper of a hotel” means the person having the management of a hotel and includes any person authorized by the keeper, and competent to perform the duties of the keeper of the hotel.
    3. “sign” includes, in respect of a visitor who is unable to write, the making of a thumb impression or other mark by means of which he is accustomed to attest a document; and
    4. “Visitor” means a person for whom accommodation is provided at a hotel.

Obligation of masters of vessels, etc.

  • The master or the person having management of any vessel arriving at or leaving any place in India shall

    1. require any person who intends to disembark from or embark on any such vessel for the purpose of entering or leaving India, to furnish in writing a true statement of the particulars set out in Form ‘D’ (Disembarkation/Embarkation Card), as the case may be;
    2. cause Form ‘D’(Disembarkation/Embarkation Card) to be delivered to the Registration Officer at the place of arrival or departure;
    3. Take steps to ensure that no foreigner disembarks or embarks until authorized to do so by the Registration Officer.
    4. If so requested by the Registration Officer, a foreigner who is about to depart from India shall surrender his certificate of registration and deliver such certificate to Registration Officer;
    5. If so required by the Registration Officer, furnish on arrival at the said place a true statement in writing showing the name and nationality of every seaman employed on such vessel, and at the time of departing from such place take such steps as the Registration Officer may specify to ascertain whether or not any such seaman as aforesaid who is a foreigner is about to depart on board such vessel; and
    6. Generally render to the Registration Officer such assistance as he may reasonably require for carrying out the purpose of the Act and these rules.
  • The master or the person having the management of any vessel arriving at, or leaving any place in India by Sea shall also furnish, before any passenger disembarks or embarks, to the Registration Officer of any such place, a passenger manifest in prescribed format.
  • Every particular, other than the signature of a foreign passenger, which is required to be recorded in Form D, as the case may be, shall be recorded;
  • (a)if the passenger is able to write in English language, by the passenger , in the English language;
  • (b) if the passenger is unable to write in English language, by the passenger, in an Indian language; or
  • (c) if the passenger is unable to write in English language or in an Indian language, by the master of the vessel or by any person having the management of such vessel or by any seaman authorized in this behalf by such master or person, in the English language or in an Indian language.
  • If a foreign passenger does not understand the English language or Indian language it shall be the duty of the master of the vessel, if so requested, to explain to the foreign passenger the requirements.
  • Passenger Manifest shall be completed in the English language or in an Indian language.

General Instructions

  • Immigration check is conducted for all passengers, Indians or foreigners, both at the time of arrival and departure. The passports are duly stamped at arrival as well as departure. Passengers should be careful to see that their passports are duly stamped before leaving the immigration counter
  • All passengers, Foreigners as well as Indians, coming to India or departing from India are required to fill-up D (Disembarkation) Card and E (Embarkation) Cards at arrival and departure respectively. The following information is required to be provided by the passengers in these cards: -

    1. Name and Sex
    2. Date of Birth, Nationality
    3. Passport Details viz. Number, Dates of Issue
    4. Address in India
    5. Occupation
    6. Flight Number, Date of Arrival / Date of boarding & port of final destination
    7. Countries visited during last six days for arriving Indians
    8. Purpose to Visit abroad

VISA Extension / Conversion

  • Generally specific powers of VISA conversions and extensions to foreigners residing in India, vests with the Ministry of Home Affairs, Foreigner's Division, Jaisalmer House, 26, Man Singh Road New Delhi.. For this purpose the foreigners can approach the Ministry of Home Affairs (Foreigners Division), Jaisalmer House, 26, Man Singh Road, New Delhi between 10 AM to 12 Noon on all working days (Monday to Friday). The change of VISA status from one category to another category is normally not allowed. It can be considered by the Ministry of Home Affairs only in extraordinary circumstances. For this purpose, the foreigners need to approach in person to that office. Foreigners not residing in Delhi may approach the FRROs/FROs cum Superintendent of Police concerned, who would forward their case to MHA for approval. Applications for extensions/conversions should be made well in advance.
  • However, for the convenience of the foreigners, the FRROs/District Superintendents of Police(ex-officio FROs) are empowered to make some conversions/extensions for certain types of VISAs without referring the same to MHA. The details of such powers vested with FRROs/FROs cum Superintendents of Police are: -

I. VISA conversion powers

  • FRROs can convert VISA and grant extension of stay to foreign students studying up to 12th standard, whose parents are of Indian origin or whose parents are Indian nationals on year-to- year basis. Same facility is also available for children of foreigners residing in India on long-term basis (studying up to 12th Standard) on valid VISAs such as Employment, Business, Research, Entry Student etc

II. VISA extension powers

1. 15 days VISA extension:

  • Extension of stay up to 15 days on any type of VISAs in emergent cases such as illness, death, non-availability of flights etc, subject to production of confirmed onward journey ticket.

2. One month VISA extension

  • Bangladeshi nationals can be granted extension of stay for a maximum period of one month at a time limited to 3 months over and above the period of VISA originally granted by Indian High Commission for the following purposes only: -
a. Serious illness of the Bangladeshi national or his first degree relations.
b. Death or ‘Chehlum’ ceremony of first or second degree relations.
c. Marriage of first degree relations settled or date changed after the arrival of the Bangladesh national.
d. Inclusion of the name of the new born child to the visiting Bangladeshi woman while in India in her passport..
e. Disruption of means of travel.

3. Three months VISA extension

Short term extension for cases referred to MHA
  • FRROs can grant one short term extension, if need be, for a period of 3 months while referring cases to Ministry of Home Affair, Foreigners Division, Jaisalmer House, 26, Man Singh Road, New Delhi and awaiting orders – this will cover the processing period in MHA for grant of extension in long term VISA case such as employment, business where the first extension is only granted by MHA and the subsequent extension are to be given by the State Govt. /FRROs.

4. Six months VISA extension:

  • State governments/FRROs/FROs cum Superintendents of Police can grant six months extension to Tibetan and Burmese refugees settled in India. Burmese refugees however; require valid UNHCR Certificate for such extension.

5. One year VISA extension:

  • One year extension of stay can be granted to a Bangladeshi women married to Indian citizen on a year to year basis, provided that they continue to be the wives of an Indian citizen and has nothing adverse against them and their initial case for extension of stay for one year was cleared by the Ministry of Home Affairs, Foreigners' Division, Jaisalmer House, 26, Man Singh Road New Delhi.
  • VISA of foreigner on medical VISA can be extended for a further period of one year on production of medical certificate/advise from reputed/recognized/specialized hospitals in India. Any further extension on medical VISA will be granted by the Ministry of Home Affairs, Foreign Division, Jaisalmer House, 26, Man Singh Road New Delhi.
  • FRROs/District Superintendents of Police(FROs) can grant extension of stay to those on student VISA for one year at a time on production of bonafide certificate from the recognized College/University up to the duration of the course or 5 years whichever is less.
  • The FRROs/FROs cum Superintendents of Police can grant one year VISA extension to students and research scholar desirous to come to study Yoga, Vedic Culture, Indian system of dance /music at the recognized Institution on year to year basis for a period up to five years subject to due sponsorship by the Institution and nothing adverse against the foreigner.
  • Foreigner who is on a Business/Employment VISA and their first one year extension has already been approved by Ministry of Home Affairs can seek further extension of one year at a time for next four years from their concerned FRROs/FROs cum Superintendents of Police on production of relevant documents for the purpose. Dependent spouse and children of such foreigners can also be granted extension on co-terminus basis.
  • FRROs/FROs cum Superintendents of Police can extend VISA for one year to foreign journalist accredited to Press Information Bureau.
  • Afghan staying in India on long term basis can seek extensions on year to year basis.

6. Five years VISA extension:

FRROs/FROs cum Superintendents of Police can grant extension of stay up to a period of 5 years in following cases: -

  • Foreigners of Indian origin;
  • Spouses of Indian citizens or foreigners of Indian origin, who are on a long term VISA or when their long term stay has been approved by Ministry of Home Affairs;
  • Children of Indian citizens and children of foreigners of Indian origin can be granted extension of VISA for 5 years;
  • Foreign technicians/experts in India in pursuance of bilateral agreements, and their spouses and children;
  • Foreigners residing on valid VISA and residential permit continuously for over 20 years, and their spouses and children;
  • Children below 16 years of age.

III. Grant of Return VISA:

  • FRROs/FROs cum Superintendents of Police can grant one return VISA per year to foreigners on student VISA, on genuine grounds such as for visiting parents, relatives during vacation, family emergencies, appearing in exams board etc. In cases of extreme compassion i.e., death/serious illness of close relative/friend, even second return VISA may be granted.
  • Afghan nationals staying in India on yearly extension can seek one return VISA per year from the concerned FRROs/FROs cum Superintendents of Police on genuine ground for 90 days or for 45 days each, twice a year .

IV. Power to allow change of Institution/Course in case of foreigners on Student VISA:

FRROs/FROs cum Superintendents of Police can allow change of Institution/Course provided the new institution and course are fully recognized /approved and are full time proper courses. The course fee for duration of the course or five years, whichever is less is US$ 75 (at currentIndian currency). An additional fee of US$ 75 has to be charged for subsequent change in course. However, no course fee is charged from ICCR Scholars & students from gratis VISA countries.

V.Power to extend Medical VISA:

FRROs /District Superintendents of Police (FROs) can extend Medical /Medical Attendant VISA up to a maximum period of one year or period of treatment whichever is less ,on production of Medical Certificate /advise from reputed /recognized /specialized hospital in the country .

Any further extension can be granted by MHA on the recommendation of FRROs /State Governments.

FRROs/State Governments may permit one additional entry in emergent situation.

VI.Power to Extend Research VISA:

FRROs/FROs cum Superintendents of Police are competent to grant extension of Research VISA of Foreign Research Scholars staying in India subject to production of valid Research VISA ,bonafide certificate from the University/Institute of affiliation about his/her pursuing the Research Project. The total period of such VISA extension may be restricted to the duration of research project as approved by the nodal sponsoring Ministry/Institute of Affiliation or Five years which ever is less.

Foreign Scholars, if required, may also be granted extension by FRROs/FROs cum Superintendents of Police for a period of not more than six months as the last and final extension even after completion of project, to complete the final formalities of the project.

VII. Transfer of VISA in Lost Passport Cases:

In case of lost passport, FRROs/FROs cum Superintendents of Police may regularize stay and grant exit permission on the new travel document given by the foreign mission provided the stay has not exceeded the VISA period. Further, the whole VISA can be endorsed on the new passport after confirmation of the kind of VISA issued from concerned Embassy/Mission.

VIII. Power to issue Police Clearance Certificates:

After complying with the requisite procedural formalities (crosschecking, confirmation etc), FRROs/FROs cum Superintendent of Police can grant Police Clearance Certificate (PCC) to their respective registered foreign nationals as pertaining to their period of residence in India.

IX. Power to grant Restricted/Protected Area Permits:

Generally speaking when a foreigner is in India then Power to issue permit to foreigners for visiting Restricted /Protected areas vests with the Ministry of Home Affairs, Foreigners' Division, Jaisalmer House, 26, Man Singh Road New Delhi and with Resident Commissioner of the State concerned. However, FRROs have been delegated powers in respect of some specified areas and in some specific conditions.

X. Power to issue Landing Permits:

  • FRROs/FROs cum Superintendents of Police can grant Landing Permit to a foreigner transiting through India without VISA provided the foreigner has a confirmed onward journey ticket for a period up to 72 hours or till the departure of the confirmed onward journey flight for which the foreigners is in possession of the ticket at the time of reporting to immigration, which ever is earlier. Passport of such foreign nationals will be retained by the immigration officer and the foreigners will be issued a receipt to facilitate their movement out of the airport/port/post.
  • FRROs/FROs cum Superintendents of Police can grant Landing Permit to the foreigners arriving in India without valid VISA, in emergent situation like death/illness in the family up to a period of 15 days provided immigration officer is satisfied regarding the bonafide of the foreigner’s visit. For further extension of stay in such cases, the foreigner concerned should report to Ministry of Home Affairs, Foreigners Division, Jaisalmer House, 26, Man Singh Road, New Delhi except in case of minors which can be extended till the minor attains the age of majority.(i.e. 16 years of age).
  • Indian money equivalent to US$40 is charged for Landing Permits except to passengers under the gratis regime.
  • FRROs/FROs cum Superintendents of Police can grant Landing Permit to foreigners in case of a Technical Lapse in the Indian VISA. On satisfaction Immigration officer, may treat the VISA valid provided the foreigners is not at fault.
  • FRROs/FROs cum Superintendents of Police can grant collective Landing Permit to foreign tourists in groups of four or more arriving by air or sea, and sponsored by recognized Indian travel Agencies and with a pre-drawn itinerary for a specified period of time subject to a maximum of 60 days with multiple entry facility, on the written request of the Travel Agency to the Immigration Officer giving full personal and passport details of the group members.
  • The Landing Permit facility will not be available to the nationals of Sri Lanka, Bangladesh, Pakistan, Iran, Afghanistan, Somalia, Nigeria and Ethiopia.
  • Crew members/seamen of scheduled/unscheduled flights, if operated by scheduled operators approved by the Ministry of Civil Aviation, can be granted Landing Permit up to a period of 7 days without any charges. The seaman arriving by ship and intends to leave either by another ship or flight within 7 days can also be granted Landing Permit without charging fee. However, Crew members of flights operated by non-scheduled operators will be charged a fee in Indian currency equivalent to US $40 per person for grant of Landing Permit.

Instructions for foreigners coming India

Travel documents required:

  • Foreign Nationals coming to India are required to possess a genuine and valid national passport or any other internationally recognized travel document establishing his/her nationality and identity and bearing photograph of the foreigner.
  • Nepal and Bhutan nationals if entering India by land or air from the Nepal or Bhutan border respectively do not require a passport for entering into India. However, they are required to possess, authorized identity proof. Further if they are entering India from a place other than their own country then possession of passport is a must.

VISA Requirements:

  • There is no provision of 'VISA on Arrival' in India. Foreigners are advised to ensure that they are in possession of valid Indian VISA a before they start their journey to India.
  • Different categories of VISAs with specific endorsement of numbers of entries allowed and duration of stay in India are mentioned on the VISA depending upon request and subsequent decision of the VISA issuing authority. Foreigners may also look for specific endorsement if any, on the VISA for their guidance. In case of any doubt, they may seek clarification from any of the Indian Missions abroad.
  • Nationals of Nepal and Bhutan do not require VISA to enter India. However, citizens of Nepal require a VISA when entering India from China.
  • Nationals of Maldives do not require a VISA for entry into India for tourism purpose and stay up to 90 days.
  • A separate VISA regime exists for diplomatic/official passport holders.
  • Immigration officer may grant TLP (Temporary Landing Permit) up to a maximum period of 72 hours by retention of passport, if the foreigner is not having a valid VISA, and if he is satisfied of the purpose and that the transiting foreigners must have a confirmed onward journey tickets within 72 hours for grant of TLP. Nationals of Sri Lanka, Bangladesh, Pakistan, Iran, Afghanistan, Somalia, Nigeria, and Ethiopia are not granted TLP facility.
  • On production of bonafide proof and on satisfaction of FRRO/FRO cum District Superintendent of Police, Temporary Landing Facility (TLF) can be granted to the foreigners arriving in India without valid VISA, in emergent situation, like death/illness in the family up to a period of 15 days. For further extension of stay in such cases, the foreigner concerned should report to Ministry of Home Affairs, Foreigners Division, Jaisalmer House, 26, Man Singh Road, New Delhi.
  • Indian currency equivalent to US$40 is charged for TLP/TLF .
  • A foreigner may be refused entry, if he/she is not entering India from the designated port, not in possession of valid passport and VISA, is insane or suffering from infectious or loathsome disease which is prejudicial to public health, involved in an extraditable offence or his/her entry is is prohibited under the specific order of the Central government.

Immigration Check Requirements on Reaching India

  • Immigration check is carried out for all passengers at the port of arrival in India.
  • The passengers are required to furnish true particulars in the disembarkation card( Arrival Card) as to his name and nationality, his age, sex, place of birth and address or intended address in India, the purpose of his visit and the proposed length of stay in India.
  • Immigration check includes checking of Passport, VISA, Disembarkation Card, entering foreigner’s particulars in computer, retention of Arrival Card and stamping of passport of the foreigner.
  • Pakistan nationals other than those on Diplomatic VISA are required to carry a VISA application form (duplicate copies) which will be issued in addition to regular VISA on their passport by the Indian Mission concerned. On presentation at immigration check post, they are issued Regular Residential Permit and are required to report at the designated office or concerned Police Station in their places of stay within 24 Hrs unless and until they are officially exempted from police reporting .
  • Afghanistan Nationals are issued Temporary Residential Permit at the immigration Check post, with a direction to get themselves registered within 7 days with the concerned FRRO/FRO of their place of stay.
  • Passengers may ensure that their passports are duly stamped before leaving the immigration counter.
  • Foreigners carrying a valid PIO (Person of Indian Origin) Card or OCI (Overseas Citizen of India) Card along with their valid national passport are authorized to enter India without obtaining India VISA separately.

Requirements concerning stay of Foreigners in India

Foreigners are required to comply with the purpose for which a VISA was initially applied, and also to abide by conditions, endorsed on the VISA. If the VISA is valid for more than 180 days, then every foreigner entering India or resident in India shall present in person or through an authorized representative to the satisfaction of the appropriate Registration Officer at the place of his stay within the specified period mentioned on VISA except certain VISA categories requiring registration within the specified time. Such registration shall be not necessary in the case of a foreigner entering India on a VISA valid for a period of not more than one hundred and eighty days and who does not remain in India beyond the said period.

All those foreigners arriving on authority of Tourist VISA with maximum period of 6 months need not require to be registered and do not want their VISA to be extended , need not require to be registered. Further generally speaking ,Tourist VISA is not extendable.

To facilitate foreigners, those arriving on ‘Entry ‘ or ‘Business VISA’ valid for more than 180 days in duration, can stay without Registration, if each stay does not exceed 180 days

It is a mandatory requirement for all Foreigners arriving on Missionary(M),Student(s), Employment(E),Research(R),Medical (M) or Medical Attendant (M X) VISA to register themselves within 14 days of their first arrival in India, irrespective of duration of stay.

In addition, specific endorsement or guideline on Indian VISA, if any, needs to be followed.

  • At the time of Registration every foreigner shall furnish accurate information, to the satisfaction of the Registration Officer and shall, sign the Registration Report, in the presence of the said officer. The foreigner shall also be provided a copy of Certificate of Registration (Part III of Form A).

Foreigners may go through the instructions given on Registration Certificates for their guidance concerning stay and future reporting.

Every foreigner shall within twenty-four hours of demand being made a Registration Officer, magistrate or police officer, not below the rank of a head constable, produce, at such place as may be specified in his passport or such other proof of his identity and/or Registration Certificate as may be required for any purpose connected with the enforcement of Foreigners Act/Registration of Foreigners Rules.

Health Regulations

(A) For entry into India:-

Any person, Foreigner or Indian, (excluding infants below six months) arriving by air or sea without a vaccination certificate of yellow fever will be kept in quarantine isolation for a period up to 6 days if: :

  • He arrives in India within 6 days of departure/transit from a yellow fever endemic area.
  • Has come on a ship which has started from or transited at any port in a yellow fever endemic country within 30 days of its arrival in India provided such ship has not been disinfected in accordance with the procedure laid down by WHO.

(B) For leaving India:-

There is no health check requirement by Indian Government on passengers leaving India.

Persons leaving for a yellow fever infected area are advised in their own interest to get themselves vaccinated and to be possession of valid yellow fever vaccination certificates before they leave the country.

An administrative Arrangement for the health control of sea, air and land traffic exists between the Government of India and the Government of Bangladesh. It implies that ,if any aircraft or ship or land traffic from a third country arrives first at any airport or port or border check post in either of the agreement countries and then directly (without touching any other third country enroute) reaches the second country of the agreement, all health checks will be completed in the country of first arrival and the travellers will be exempted from any further health check on arrival in the second country.

Persons exempted from production of vaccination certificate :

The under mentioned persons are exempted from production yellow fever vaccination certificate:

  • Infants below the age of six months.
  • Any person suffering from some chronic illness and has poor resistance and is thereby exempted from being vaccinated.
  • Crew and passengers of an aircraft transiting through an airport located in yellow fever infected area provided the Health Officer is satisfied that such persons remained within the airport premises during the period of stay.

The following countries are regarded as yellow fever endemic:

Africa:

Angola, Benin, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Congo, Democratic Republic of Congo (Zaire), Equatorial Guinea, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea Bissau, Ivory Coast (Cote D’Ivoire), Kenya, Liberia, Mali, Niger, Nigeria, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Somalia, Sudan (South of 15° N), Togo, Uganda, Tanzania and Zambia.

South America :

Bolivia, Brazil, Colombia, Ecuador, French Guiana, Guyana, Peru, Suriname, Trinidad and Tobago, Venezuela and Panama.

  • A Yellow fever vaccination certificate is valid only if it conforms to the model. The validity period of international certificate of vaccination or re-vaccination against yellow fever is 10 years, beginning 10 days after vaccination.
  • Foreign nationals residing or who have passed through the Yellow fever endemic countries during the preceding six days, are granted VISAs only after the production of vaccination certificate of Yellow Fever. After checking the vaccination certificate an entry reads as “Valid Yellow Fever Vaccination Certificate Checked” is made in the passport of the foreigner
